The International Federation of Women Lawyers (FIDA) Cameroon implemented a three-year project, “Making Violence against Women and Girls History in the Northwest and Southwest Regions of Cameroon”, with the support of the UN Trust Fund. The project aimed to ensure that women and girls in the two regions were better protected from violence and empowered to realize their right to live free from violence. The final evaluation found that the project helped make women more aware of gender-based violence, more willing to talk about it, and more confident to approach legal services to demand justice; and were advocating for the promotion of their rights.

Nepal Disabled Women Association implemented a three-year project, “Inclusive Partnership Against Violence Among Women and Girls with Disability’ (InPAV)”, with the support of the UN Trust Fund. The project aimed to increase community awareness and capacity to combat violence against women and girls with disabilities (WGWD), strengthen governance and gender-based violence mechanisms, and improve knowledge and evidence on violence against WGWD to influence policies and programmes. The final evaluation found that the project helped service providers and decision-makers to sensitively address the needs of WGWD survivors of violence, and influenced policymakers to promote WGWD’s access to support and resources.

Fund for Congolese Women (Fonds pour les Femmes Congolaises) implemented a three-year project, “Prevention and Reduction of Violence in Schools”, with the support of the UN Trust Fund. The project aimed to ensure that 600 girls in 10 target provinces feel safer and better equipped to protect themselves against sexual violence in schools in the Democratic Republic of the Congo. The final evaluation found that girls in schools had increased knowledge of the rights of women and girls, the various forms of sexual violence, and the laws against sexual violence.

Fundación Servicios Integrales para la Mujer - Si Mujer implemented the three-year project “Young People Challenging Gender Norms to Break the Silence that surrounds Sexual Violence in South-West Colombia” in Santiago de Cali and nearby municipalities in the state of Valle del Cauca, with the support of the UN Trust Fund from 2018 to 2021. The project aimed to address gender-based violence by empowering adolescents and youth to challenge harmful, unequal gender norms; lead community-based prevention and advocacy initiatives; and strengthen the capacities of civil society and public institutions to provide gender-sensitive services to survivors of sexual violence. The final evaluation found that the project successfully empowered and mobilized young people and leaders to challenge harmful gender norms, raise awareness on sexual violence, and advocate for their sexual and reproductive health rights.

Hagar International implemented the three-year project “Building capacity of duty bearers and beneficiaries to improve access to services for women and children survivors of intimate partner violence and non-partner sexual violence and change community’s attitude and behaviour towards violence against women” in Nghe An and Yen Bai provinces in Viet Nam with the support of the UN Trust Fund from 2019 to 2022. The project aimed to address violence against women and children in four communes by improving access to services for survivors, enhancing multi-sectoral coordination of services, and changing community members’ attitudes and behaviour towards gender-based violence. The final evaluation revealed that the project substantially contributed to reducing rates of violence against women and children, improved survivors’ ability to identify and respond to violence, and strengthened the capacity of officials, village leaders and women’s union members to provide emergency support and referral services.

Refugee Consortium of Kenya implemented the three-year project “Towards Improved Prevention of Violence Against Women and Girls (VAWG) Among Urban Refugees Project” in Nairobi and Garissa counties, with the support of the UN Trust Fund, from 2018 to 2021. The programme primarily aimed to enhance community-based support for women and girl survivors of violence, particularly refugees and asylum seekers; improve reporting and conviction rates of gender-based violence cases; and strengthen the coping mechanisms and practical skillsets of survivors. A final evaluation revealed that the project substantially increased the knowledge and awareness of gender-based violence among women and girl survivors, as well as key judicial, medical, official and religious actors, which in turn improved survivors’ perception of self-worth, their confidence in institutional mechanisms, and their ability to seek and access support.

In Morocco, Association Ennakhil implemented the three-year project “Combating gender-based violence in schools through the promotion of positive masculinity in Marrakech Safi region” in 2018-2021 with the support of the UN Trust Fund. The project worked with boys, girls, community members and media personnel to promote positive masculinity and improve attitudes and behaviours related to gender equality, to prevent gender-based violence in schools. The final evaluation revealed that the project successfully contributed to a positive shift in attitudes towards gender equality among school students and key communications, legal, medical and government actors.

The Strategic Initiative for Women in The Horn of Africa (SIHA) Network implemented the “Challenging Patterns and Drivers of Sexual Violence Against Women and Girls in Wau State, South Sudan” for over three years in 2018-2021 with the support of the UN Trust Fund. The project aimed to promote positive shifts in attitudes, behaviours and practices around sexual violence against women and girls in South Sudan’s Internally Displaced Person (IDP) communities, resulting in both an end to normalization and increased condemnation of sexual violence. The final evaluation found that the project was successfully implemented.

With the support of the UN Trust Fund, the organization Dynamique des Femmes Juristes implemented a three-year project "Mettons fin aux VBG chez nous maintenant" (Let's end GBV in our country now) in the Democratic Republic of the Congo between 2019 and 2022. The project aimed to improve the safety of women and girls in North Kivu by addressing domestic violence, sexual violence and harmful practices such as forced marriage. The final evaluation found that the performance of the project was satisfactory, indicating that it was an outstanding success in many ways.

The Centro de Promoción y Defensa de los Derechos Sexuales y Reproductivos (PROMSEX) implemented the three-year project “No more invisible women: against trafficking, sexual exploitation and sexual violence in informal mining areas of Madre de Dios and Piura” in Peru between 2019 and 2022 with the support of the UN Trust Fund. The project aimed to improve access to comprehensive and multisectoral responses that consider aspects of prevention, care and access to justice, as well as access to health and protection services, for women, adolescents and young survivors of human trafficking or violence affected by illegal mining in Madre de Dios and Piura. The final evaluation found that the project increased access to comprehensive and multisectoral responses that consider aspects of prevention, care, access to justice and public services.

Mujeres Transformando el Mundo in Guatemala implemented the project “Access to justice and empowerment of women, adolescents and girls with disabilities and victims of violence” between September 2018 and February 2022 with support from the UN Trust Fund. The project aimed to improve access to justice as well as political and social empowerment of girls, adolescents and women; Indigenous and mixed-race people; and survivors of sexual violence, forced sterilization and forced motherhood. The final evaluation found that the main objectives of the project were accomplished.

LEGIS (Asociación para el desarrollo legislativo y la democracia) implemented the three-year project “Preventing and eliminating violence against women and girls with disabilities, and promoting their access to justice” between 2019 and 2022 with the support of the UN Trust Fund. The project aimed to establish and strengthen human, legal and procedural conditions that facilitate access to justice for the protection of women and girls with disabilities against all forms of violence and discrimination. The final evaluation found that the project achieved important goals, despite the challenges posed by COVID-19 and the lack of political will to address the need of legislative and normative harmonization.

The Cameroon Association for the Protection and Education of the Child (CAPEC) implemented the three-year project “Community-based Prevention of Sexual Violence on Women and Girls” in Cameroon between 2020 and 2022 with the support of the UN Trust Fund. The project aimed to improve: access to services for survivors of violence against women and girls; and existing policies and laws to guarantee friendly environments for women and girls. The final evaluation found that project had achieved its main objectives and constructively addressed the challenges posed by COVID-19.

In Nigeria, the Centre for Women Studies and Intervention (CWSI) implemented the three-year project “Action to Eliminate Violence Against Women in Cross River State” in 2020-2022 with the support of the UN Trust Fund. The project aimed to ensure that women and girls live in communities that respect their human rights and dignity. The final evaluation found that the project contributed to important behaviour change towards FGM and other forms of violence against women and girls in the target communities.

In Liberia, United Funding and Development for Underage Mothers (UFDUM) implemented the three-year project “Action to end sexual and gender-based violence” between 2020 and 2022 with the support of the UN Trust Fund. This project aimed to improve the well-being and quality of life of women and girls in Montserrado and Grand Cape Mount Counties, and their safety from sexual and gender-based violence. The final evaluation found that the project contributed to improved well-being and quality of life of women and girls.

Scripture Union West Africa (SUWA) implemented the three-year project “Improved Action Against Sexual and Gender-Based Violence and Harmful Practices in Benue and Kaduna States” in Nigeria between 2020 and 2022 with the support of the UN Trust Fund. The project aimed to achieve its goals through school and community actions, creating positive social norms and building the capacity of the communities and institutions to tackle gender-based violence. The final evaluation found that these objectives were covered effectively and that the project activities were achieved, despite challenges posed by the COVID-19 pandemic and other crises.

In Uganda, the African Partners for Child Poverty implemented a three-year project “Combating Stigma Against Sexual Violence Survivors and their Children in Gulu District, Northern Uganda” with the support of the UN Trust Fund. The project aimed to reduce stigma against women and girl survivors of sexual violence. The final evaluation found that, despite the challenges caused by the COVID-19 pandemic, the project was successfully implemented.

In Cambodia, ADD International implemented the three-year project “Preventing Violence Against Women and Girls with Disabilities in Cambodia: A Community Mobilisation Model” with the support of the UN Trust Fund. The project aimed to prevent and end violence against women and girls with disabilities. The final evaluation found that the project was successfully implemented and was a model for applying a community-based approach to programming.

This independent, final evaluation presents the findings of the cluster evaluation of three small grant projects implemented between March 2017 and February 2020 and funded by the UN Trust Fund to End Violence against Women:1. “Improving Access to Life With No Violence for Women Survivors in Central and Northern Montenegro”, implemented by SOS Hotline for Women and Children Victims of Violence, Niksic;2. “Empowering Survivors of Domestic Violence in the Tetovo Region”, implemented by Women’s Forum–Tetovo in Montenegro; and3. “Actively and Publicly Combating Discrimination – Gender Based Violence”, implemented by the Center for Girls in Serbia. The final evaluation found that the empowerment and awareness-raising strategies implemented by the projects were effective, innovative and well adjusted to the target groups.

The UN Trust Fund to End Violence against Women funded Sahayog Society for Participatory Rural Development’s project “Partnering for Change” for three years. The project aimed to change gender relations and gender-biased social norms in order to increase gender equality and prevent violence against women. The final evaluation found that the project achieved significant changes in the target communities.
