From June 2021 to May 2024, Collateral Repair Project implemented a UN Trust Fund-funded project in Jordan – "Women empowerment and gender-based violence prevention in urban Amman". The project aimed to protect vulnerable women and girls from domestic violence exacerbated by the COVID-19 pandemic and raise awareness about gender-based violence by providing economic and psychosocial support and empowerment, and improving access to services through a help desk. The project targeted 4,500 primary beneficiaries, primarily women and girls, and 2,400 secondary beneficiaries, including civil society organizations and community members.

The final evaluation found that the project had mixed success but achieved significant improvements in participants' knowledge, confidence and community engagement.

Main findings of the evaluation:

  • The project reached 3,473 women and girls, with mixed success in achieving its desired outcomes as outlined in the theory of change. However, it achieved positive outcomes in emotional resilience and employment skills among participants. 
  • The project partially achieved its goals, with significant success in improving participants' knowledge, confidence and community engagement. Its gender-based violence awareness and prevention seminars raised awareness and equipped women to defend themselves against abuse. 
  • The project contributed to evolving perceptions of gender roles, with men demonstrating greater support for women’s participation in the workforce and household responsibilities. 
  • Challenges in project monitoring and evaluation, particularly due to limited survey data, hindered a comprehensive assessment of the project's impact.
  • The sustainability of the project's outcomes is supported by participants’ belief that positive changes will continue. Key strategies, such as ongoing training for staff, have created a supportive ecosystem for sustained services.
