Final Evaluation: Violences Faites aux Femmes au Tchad : Prevention et Prise en Charge

The Public Interest Law Center (PILC) with the support of UN Trust Fund implemented a project between January 2020 and May 2023 entitled “Violence Against Women in Chad: Prevention and Treatment” (“Violences Faites aux Femmes au Tchad: Prevention et Prise en Charge”)that aimed to:

  • eradicate violence against women, especially rape and sexual abuse; 
  • promote women’s rights and their effective participation in the development process; 
  • improve access to quality legal, health, psychosocial and psychological services to survivors; and
  • change the behaviours and attitudes of religious and traditional leaders, military and police personnel, journalists and community members in relation to women’s rights. 

The project provided capacity-building training for service providers, ran awareness raising campaigns and established helpline centres in four hubs covering nine provinces of Chad. 

The final evaluation found that, despite issues with sustainability and project monitoring, the project had a positive impact on the prevalence of violence and providing support to survivors.

Main findings of the evaluation: 

  • The project reached 7,560 women and girl survivors of violence, providing them with legal, psychological, medical and social support. Additionally, it developed the capacity and raised the awareness of 310 people from community groups, religious and traditional leaders, journalists, and military and police personnel.
  • The project reduced the prevalence rate of violence against women from 75% to 27% as reported in a survey of 134 women beneficiaries who were survivors, and decreased the types of violence that were prevalent. Despite this, some forms of violence, such as verbal threats and physical assaults, increased during the project period.
  • The project raised awareness about gender-based violence, built the capacity of survivors and service providers, and created helpline centres.
  • The project successfully adapted during the COVID-19 pandemic by providing shelters and integrating COVID-19 awareness and hygiene promotion at helpline centres, ensuring continued support and safety for survivors while maintaining essential services. 
  • The project impact’s sustainability is challenged by its dependence on ongoing funding and the financial constraints of trained paralegals. 
  • Improvements are needed in monitoring and support services.
