From January 2020 to March 2023, the Catholic feminist and human rights organization Catolicas por el Derecho a Decidir, supported by the UN Trust Fund, implemented the project “Strengthening the Effective State Response to Femicidal Violence, particularly around the Implementation of Gender-Based Violence Alerts against Women and Access to Justice”. It addressed three of the most prevalent types of violence particularly affecting women in the states of México, Guerrero, Jalisco, Nuevo León and Puebla – namely institutional violence, sexual and gender-based violence, and feminicide. It also worked on the implementation of the ground-breaking Alert Mechanism for Gender Violence against Women (AVGM).
The project’s main objective was to support women survivors, women at risk and indirect victims of feminicide and forced disappearance, so they received a better response from prevention and security services, and greater access to justice. It aimed to influence the federal- and state-level government response to demands for justice and help strengthen organizations and groups at the local level. The project also sought to generate substantive changes in the regulatory framework and public policies that promote access to justice in these cases.
The final evaluation found the project effectively promoted collaborative work between grass-roots organizations and groups, and contributed significantly to the AVGM’s implementation.
Main findings of the evaluation:
- The project effectively promoted collaborative work between grass-roots organizations and groups of victims of feminicide and disappearance at the local level, specifically around legal cases and case management, strengthening them to generate capacities and advocacy strategies. It also promoted addressing the root causes of violence from a legal/policy perspective, to help organizations and collectives improve access to justice.
- The project contributed significantly to the implementation by federal and local governments of the AVGM, while collaborating in the transformation of the national legal framework that regulates this mechanism.
